Dymally faced harassment in the form of unsubstantiated claims of corruption and supposedly impending indictments of crimes several times throughout his career. While no charges were ever brought against him, he suspected one such incident may have cost him the reelection to Lt. Governor. His opponent Mike Curb accused him of criminal behavior in San Bernardino and Santa Clara Counties. The accusations caused a scandal, but no charges were brought. His efforts were either blocked by the democratic speaker Jess Unruh or by the courts. Regan was able to reach a compromise with state democrats later in the year this letter was written. The California Welfare Reform Bill, passed in August of 1971, sought to reform the public benefit, and was seen at the time as a compromise on both sides.
